   Ambassador Carlos Pascual to Speak at The Center for Strategic and
   International Studies and Woodrow Wilson Center Joint Event


   On Wednesday, October 20, 2004, Ambassador Carlos Pascual, Coordinator for the
   U.S. Department of State's Office of Reconstruction and Stabilization, will
   deliver remarks at an event jointly hosted by the Center for Strategic
   International Studies (CSIS) and the Woodrow Wilson International Center for
   Scholars. The event is open to the press.

   Ambassador Pascual, who was appointed Coordinator in July, will discuss the
   role and mandate of this new office as well as its planning for future U.S.
   responses to failed, failing and post-conflict countries. The office is charged
   with leading, coordinating, and institutionalizing U.S. Government civilian
   capacity to prevent or prepare for post-conflict situations. It will also
   direct assistance to stabilize and reconstruct societies in transition from
   conflict or civil strife so they can reach a sustainable path toward peace,
   democracy and a market economy.

   This will be the office's first public event. Introductory remarks will begin
   at 2:00 p.m. and be delivered by the Honorable Lee H. Hamilton, Director of the
   Woodrow Wilson International Center for Scholars, co-chair of the 9/11
   Commission, and former U.S. Representative.
