7th International Forum on the Constitutional Justice
«Political Rights and Free Elections»


On October 22~V23, 2004 in Moscow will take place the 7th International Forum
on Constitutional Justice. It will address the theme: Political Rights and
Free Elections.
The Institute of Law and Public Policy under the aegis of the Constitutional
Court of the Russian Federation continues the series of meetings that are
designed to stimulate the exchange of experiences, together with an analysis
of the current issues in the development of constitutional review in the
countries of Central and Eastern Europe. The meeting is also designed to
help expand international connections and cooperation in this area of study.
The first six forums focused on; the role of constitutional courts in the
establishment and protection of human rights; the interpretation of
constitutional provisions and its role in defining the legal nature of
welfare rights and the limits of their constitutional protection; and the
impact of constitutional courts upon social policy, and the protection of
property rights. This focus has maintained an emphasis upon the
implementation of court decisions and the separation of powers.

Political rights and freedoms embody the realization of the citizen~Rs
interests and his political activity. The utilization of such rights,
together with their legal defense, contributes toward the convocation of
free elections and the overall functioning of a democratic society. The
permissibility and scope for restraining these political rights, the right
to association, the freedom of expression and access to information, the
freedom of assembly, the right to vote etc, is an acute problem during
pre-election periods in all democratic countries. The exchange of views and
experiences in this area between judges of constitutional courts and legal
experts from different countries is of great relevance for the development
of contemporary constitutional law.

The Forum will include discussions between justices and staff members of the
constitutional courts of East, West and Central European countries, as well
as leading Russian and foreign experts in the area of constitutional
justice.
