Good questions. There was a similar controversy not long ago about St.
Cyril's Church in Kyiv. I would say you need to balance property rights,
the state interest in its cultural heritage, and the interest of
liturgical use of the building according to its original purpose, as
well as the rights of the current owner/occupant (not necessarily in
that order and not necessarily of equal weight).

Do all three entities expropriate? What about their practices
regarding preservation and protection of national heritage? Just
