Call for papers - Crisis Management Ukraine Project

Centre for Crisis Management and Research (CRiSMART)
invites qualified individuals to take part in a
project that aims to assist in identifying and to
document recent crisis management experiences in
Ukraine.
The CM Europe Program is an effort to document
experiences of national civil crises and crisis
management in order to develop training tools for an
enhanced civil crisis management capacity. Starting
out in the Baltic Sea area in 1997, the CM Europe
Program now consists of a network of practitioners and
academics in fourteen European countries, providing an
extensive case bank that enables qualitative
comparative research. CRiSMART\u2019s  research is based
upon a theoretical and methodological design developed
by Professors Bengt Sundelius and Eric Stern, both
leading European experts on CM research. For

The CM Europe Program will invite a selected team of
representatives of government, media, academic
institutions and NGO's to participate.
Through a series of workshops, the team will
collectively identify hazards, risks and potential
crises. Together they will assess existing civil
crisis management capacities in Ukraine and will begin
discussions on the possible roads towards building
improved civil crisis management capacities.
In addition, all participants will be asked to prepare
a case study, outlining the experiences of the
management of a recent civil crisis management
experience. Participants that write, or in other ways
substantially contribute to, an accepted version of a
case study will receive modest economic compensation
for their work (500 USD).

Attached please find a brief instruction on how to
tailor the case study draft.

Outline of Case Study Plans



1.Select a case and establish the relevant time frame.


2.Briefly describe the context (historical and political) of the case.

3.Develop a narrative (or chronology) highlighting the most important
events associated with the crisis.

4.Describe the political-administrative escalation process in the case:
How was this problem first "discovered" and subsequently handled within
the government apparatus?
What where the key decision points and problems?
Who made the key decisions and hoe did they define the problems facing them?

5.Discuss the significance of the case:
What interesting issues are raised in the case?
What possible lessons, positive or negative, may be drawn from this
experience?


The case plan should be 8-10 pages long and written in English.

the first workshop (tentatively to take place in mid-December), at:
