Ousting Kuchma Won't Be Easy

Last Saturday, Ukraine celebrated the 11th anniversary of its declaration
of independence. But for President Leonid Kuchma, there was little cause
for celebration. His address to the nation, which spoke of the dangers of
"divisiveness" to Ukrainian statehood, was part of an effort by Mr. Kuchma
to take the steam out of mass protests planned for mid-September.
Mr. Kuchma has reason to worry about the demonstrators. After all, their
aim to force his early resignation. Similar popular outbursts put his
leadership at risk in the Spring of 2001, but eventually petered out.
Recent months have handed the unpopular president a series of worrying
setbacks, however.
