Please note that an alternative draft law "On Higher Education" has been submitted to Ukraine's Parliament by Yuriy Miroshnichenko, the President's Representative in the Parliament (Verkhovna Rada), who is a member of the Party of Regions. A new draft law “On Higher Education” was introduced on December 17 by Presidential representative Yuriy Miroshnychenko from the Regions Party. This is the most progressive draft introduced since Ukraine’s independence. I can’t say it completely satisfies us, but it truly is a bill aimed at developing Ukraine’s system of education. As Tabachnyk’s proposed draft law focuses on “obedience”, this draft law focuses on standards of quality and accountability in Ukraine’s education. We support this bill. I am pleasantly surprised that the Party of Regions essentially supports us. I’m optimistic that this bill will form the basis of the future law on education."
