While it may be nice that the "CSM" has decided to use Kyiv alongside Kiev in its stories, there is something else in this item that attests to how things have NOT changed over the years.

James Hagengruber, the newspaper's European editor, writes that the Kyiv/Kiev business "underscores an increasingly fractious divide between ethnic Russians and Ukrainians who live together in the same country."  Elsewhere he points to "the growing turmoil between Russians and Ukrainians."  

For a short moment I thought that I was reading something from circa 1992-1993.  It was nonsense then and it is nonsense now.
