Every effort should be made to get as many international  NON UKR
organizations as possible on the letter before making it public.
Archival access concerns all not just Ukrainians.  The time lost in
waiting will be worth the impact their support will have on types like
 tabachnik ginzburg aszarov kluievand ianukovich.
