Dear Mr Velychenko

Thank you very much for taking such an active interest in the subject. I
am very grateful to Mykola Riabchuk, who has pre-empted my response to
you and saved my efforts by forwarding to you the explanation which I
had previously sent to him. I take it that you understand Ukrainian, but
please let me know if I'm wrong in my assumption, and I'll send you the
explanation in English. Please feel free to contact me if you have any
other questions to do with the language policy and practice of the
British Council in Ukraine, or indeed about any other aspect of our
work.

Yours sincerely,

Valentine

Dear Steve,
I have communicated with with Mr Boinitsky on the issue and feel
satisfied with his explanation and apologies. FYI, I attach it
below.
On the other hand, I wonder if the tone of your letter is
appropriate to persuade anybody and incline to cooperate. I'm afraid
it may bring about more harm than good.
With very best wishes,
Myk
