I have communicated with with Mr Boinitsky on the issue and feel 
satisfied with his explanation and apologies. FYI, I attach it 
below.
On the other hand, I wonder if the tone of your letter is 
appropriate to persuade anybody and incline to cooperate. I'm afraid
it may bring about more harm than good.
