ONE WEEK FROM TODAY:
The Ukrainian Studies Program will host a lunchtime talk by Volodymyr
Dubovyk, titled:
“DEVELOPMENTS IN UKRAINE AND ITS FOREIGN POLICY”
After voting in December 2006 to dismiss Boris Tarasyuk, the foreign
minister of Ukraine, Ukraine’s Parliament then maneuvered to remove the
president’s power to appoint ministers controlling foreign and defense
matters. President Yushchenko, with whom Mr. Tarasyuk had been close
allies, called this move unconstitutional. At the end of January 2007,
Mr. Tarasyuk finally quit his post, noting that he resigned because a
constitutional court hearing in the dispute over his position had been
postponed.
Mr. Dubovyk, in his talk, will discuss how Ukraine’s foreign policy has
developed and been affected by such recent events, particularly
considering that Mr. Tarasyuk was a vocal proponent of Ukraine’s closer
relations with the European Union and NATO. With President Yushchenko’s
office having declared that it will appoint a successor to Mr. Tarasyuk,
Mr. Dubovyk will discuss the future of Ukraine’s foreign policy.

Volodymyr Dubovyk is currently a Fulbright Scholar at the Kennan
Institute’s Wilson Center. He is also Director of the Center for
International Studies at Odesa I. Mechnikov National University in
Odesa, Ukraine."
This talk will be moderated by Ambassador Valeriy Kuchinsky, former
Permanent Representative of Ukraine to the United Nations.

“FROM THE ORANGE REVOLUTION TO DURABLE DEMOCRACY: UKRAINE'S DIFFICULT
PATH OF REFORM"
The civic campaign PORA (It’s Time) was at the forefront of the Orange
Revolution in Ukraine in 2004 – an event which has been described as a
democratic breakthrough marking the birth of a new political nation and
the developed civic awareness of Ukrainian citizens. Immediately
following the announcement of falsified election results, PORA was ready
and acted quickly to set up the famous “tent city” on Kyiv’s central
street, block administrative buildings and organize an all-Ukrainian
student strike. Then, with its experience exerting influence on the
political process in Ukraine, after the Orange Revolution, PORA
transformed into a civic bloc, with the right to participate in
elections and offer the Ukrainian authorities policy proposals.
Vladyslav Kaskiv, in his talk, will discuss the Ukrainian political
scene and the force on it that the civic bloc PORA has become.
