It is difficult to try to persuade the State Department to offer scholarships for Ukrainian language or to give more emphasis to Ukrainian when training diplomats for posts in Ukraine, when there are strong voices in Ukraine to make Russian a second state language and the Ukrainian government and parliament are not taking any decisive steps against this movement.
