  LAW ON TAX BREAKS FOR UKRAINE'S PUBLISHERS TO BE BASED ON
   PRESIDENTIAL DRAFT

   KYIV. Having considered a number of draft laws on tax breaks for
   Ukrainian publishers on Sept. 14, Ukraine's lawmakers decided that the
   new law be based on a draft submitted by President Kuchma.

   Under Kuchma's draft law, paper, cardboard and other printing
   materials, technological and engineering equipment, photo-setting and
   other printing machinery imported to Ukraine by domestic publishers
   and printers is to be exempted from the import tax. In addition, the
   sales of mass media outlets, books, brochures, booklets, albums,
   placards, maps which are produced in Ukraine (except advertisements
   and erotic editions) are subject to trade patents which are to be sold
   at favorable prices. Publishing, printing, and delivery of printed
   matter in the Ukrainian language will be exempted from VAT. Profits of
   publishers, printers and book traders involved in printing and selling
   books written in the Ukrainian language will not be taxed.
